No-tolerance policy?

After this year's 30th annual South Side Irish Parade some neighbors in the areas just beyond the parade route noted that police seemed to be actively enforcing a no-tolerance policy attributed directly to the new superintendent, Jody Weis.

Paddywagons were full all day long as police were busy arresting dozens of paradegoers (more than 50), actually a rare occurrence in previous years.

Should the Chicago Police Department enforce a no-tolerance policy during the annual South Side Irish Parade?

I didn't see anything

I didn't see anything different this year. I live on a street that starts getting crowded with parade goers by 9am. Nothing changed. (Pre parade)Groups of kids walking with cases of beer and drinking from red cups.
(post parade) Groups of drunk kids peeing in neighbors bushes, throwing their food garbage on the street not to mention the empty beer cases and cans. My husband and son picked up bags of garbage from our block.
