It's been a month since city crews unloaded shiny blue carts on the front lawns of 19th Ward residents as the city began rolling out its curbside recycling program - the latest in a series of recycling efforts that have been met with moderate success: Participation in the city's blue bag recycling program in 2003 was barely 13%, although recently the city boasted of an 80% participation rate in an early test of the 96-gallon blue carts in Beverly. The program is scheduled to take place throughout seven wards by August. So as the city prepares to unload the next round of carts, we thought we'd ask residents if the program is working. How many times a week have you tossed recyclables in the blue cart?
